This is actually not the first program of this sort. Such progs are already existing since many years. And as a good hacker, you wouldn't need these progs to get into another's computer. So this is nothing new.
But neither these programs nor any hacker could connect to a pc without the complete ip address. Therefore this forum and cs2d are pretty secure.
cs2d is not secure because you can see the ips of other players.
however it is not very difficult for a hacker to get the ip of someone even without cs2d.
e.g. you can get the ip of someone just by talking to him in icq or by requesting his status or by creating a page which saves the ips of the visitors.
therefore it is essential to have a will configured firewall in order to have a protection against hackers.

Servers like the whois servers from InterNIC or DeNIC (for Germany) offer this service.
On my Homepae there is also a tutorial how to read information from site visitors via PHP and it's all legal
And a firewall is useless when you try to have all your ports closed because a so-called "firewall" just blocks the ports more comfortable because you can give rules that allow certain programs access through these ports.
Don't listen to me, I just had a paranoia, closing ports is good enough for the most users, "hijacking" of a conection of other programs is much too difficult for usual script-kiddies
EDIT: Sorry, wrong train of thought combined with reading mistakes. You should better delete this program, it's surely forbidden. I wonder what a netstat would tell you when this proggy is at work then you could close that port... Good that all my server services run on 127.0.0.1
