It was made from scratch, revised and tested line by line. So it's 100% human work, unlike the previous.
Probably from the next game update this translation will be included in the game, it just depends on the developers.
Keep in mind that since version 1.0.0.3 the game code exploded and many translated words/phrases in the file are not working in the game. The same for other words/phrases that are not in the file to be translated. This is a problem for the developers, not the translation.
