For actived that, look view commands at OPTIONS, attack2.

mp_recoil to 1 will make the pistols semi-auto, but their fire rate will still be locked to the same amount as they are at mp_recoil 0 unless you edit some files. Unless you play at someone else's server... TruVoidHD has writtenThe fixed fire rates are annoying imo...
